SNAP Partnership Opportunity (2022-2023)

SNAP (Supplemental Nutrition Assistance Program) is the new federal name for Food Stamps.

Nearly 1 in 5 Arizona households do not have enough food to last the month. Solving the hunger crisis requires more than just one community agency, faith-based organization, food bank, or government entity’s commitment.

The SNAP Partnership offers a unique opportunity for your organization to join forces with a network of organizations committed to addressing hunger in Arizona through SNAP education and application assistance. The partnership also allows you to have direct access to DES on behalf of those you serve, training and technical support to expand outreach, and a 40% reimbursement on all allowable activities and administrative expenses.

Federal Fiscal Year 2023

SNAP Partnership Application: Federal Fiscal Year 2023

The Federal Fiscal Year 2023 SNAP Community Partner (SCP) Application provides community- and faith-based organizations in the state of Arizona with the documents required to apply to the SNAP Partnership for October 1, 2022 to September 30, 2023.

Please submit your application via email to Ray Collay at rcollay@wildfireaz.org on or before March 31st, 2022. Applications will be processed in the order that they are submitted; there is no guarantee that applications submitted past the deadline will be processed in the same time frame as those submitted on time. Wildfire will contact applicants if additional information or clarification is needed. If needed, applicants will be required to supply clarification on the application materials by the deadline requested by Wildfire. In addition, please note that the number of applications approved may be subject to Wildfire organizational capacity.

All organizations will be required to

  • Have a 501(c)(3) or government agency status
  • Utilize non-federal funds when requesting reimbursement
  • Complete all elements of the application

Applications will be evaluated on the basis of the following criteria, ranked by priority.
The application documents that correspond to each criterion are listed in italics.

Program Design (50%): (Agency Scope of Work)

  • Outreach Methodology and Innovation (unique models)
  • Strength of programs outlined in the Scope of Work
  • Goals for FFY2023
  • Targeted areas and populations

Relevant Experience (25%): (Agency Description)

  • Experience with outreach activities and working with low income populations
  • Potential for SNAP to align with other programs
  • Evaluation of past performance (if applicable)

Organization Capacity (15%): (Agency Description, W-9, Locations)

  • Mission
  • Organization Capacity and History

Completed Forms (10%): (Application Form and 3 Budget Documents)

  • Reasonable, allowable, and clearly justified budget that supports program design
  • Completed and full application documents required

Wildfire is currently accepting a limited number of SNAP Partnership Applications for Federal Fiscal Year 2022 depending on availability of funds.

SNAP Outreach Plan Guidance

In accordance with Federal civil rights law and U.S. Department of Agriculture (USDA) civil rights regulations and policies, the USDA, its Agencies, offices, and employees, and institutions participating in or administering USDA programs are prohibited from discriminating based on race, color, national origin, sex, religious creed, disability, age, political beliefs, or reprisal or retaliation for prior civil rights activity in any program or activity conducted or funded by USDA.

Persons with disabilities who require alternative means of communication for program information (e.g. Braille, large print, audiotape, American Sign Language, etc.), should contact the Agency (State or local) where they applied for benefits. To file a program complaint of discrimination, complete the USDA Program Discrimination Complaint Form, (AD-3027) found online at:
