We are a statewide network of community organizations dedicated to educating individuals and families about the benefits of the Supplemental Nutrition Assistance Program (SNAP) and helping them gain access to these benefits.

Program dates align with the federal fiscal year of October 1 through September 30.
Deadline to apply: April 1, 2024
The application has two options:
- SNAP Outreach partnership with federal, financial reimbursement.
- SNAP Outreach partnership without financial reimbursement.
The first option includes a thorough verification process of the applicant organization’s fiscal health and stability.
The second option is for organizations that would like to enjoy the benefits of the SNAP Outreach Partnership without any financial requirements.

FAQ
Q: How do I complete the partnership application?
A: Click here to start an application. You can use any web browser to complete and submit the application. Google Chrome is recommended.
Q: What kinds of organizations are eligible to become SNAP Outreach partners?
A: In general, SNAP partners are organizations that work within their communities to educate and inform low-income households about the availability, eligibility requirements, application procedures and the benefits of SNAP. This includes
- Non-profits
- Educational institutions
- Government entities
- Tribal organizations.
For-profit organizations are generally ineligible, but certain exceptions can be made, such as for farmer’s markets.
Q: Can more than one person fill out the partnership application?
A: Yes, you can use the Save button at any time and send the resume link to anyone who you would like to contribute to the application.
Q: Can I fill out the application and have our Executive Director sign it?
A: Yes, the Save button can be used for this as well. When the application is complete, you can send the resume link to the correct people in your organization for authorized signatures.
Q: Can I print or save a copy of the application?
A: Yes, when you reach the final page of the application, you can use the “Review Application” button to view a read-only version of the application. You can then use your browser to print or save that version as a pdf or as a complete webpage for offline viewing.
Q: Do you have a sample application I can reference?

Q: If our organization is not planning to apply for financial reimbursement with this partnership, do we have to include a W-9 or other financial documents?
A: No.
Q: If our organization has financial statements that are more recent than our audit report, should we include them or should we include the audit report?
A: The audit report is preferable, even though it may be older than your most recent documentation.
Q: Is there a way to claim expenses for gasoline fill-ups, rather than the standard mileage reimbursement?
A: No, the purchase of gasoline is not an allowable cost.
Q: If our organization owns a particular building or space, can we include building related costs in our budget?
A: Yes, you can include building related costs for the portion allocable to the SNAP Outreach program. See the USDA SNAP State Outreach Plan Guidance, 4.16 and 4.19.
Q: What documentation can we use to calculate building related expenses?
A: Receipts and invoices showing actual cost, in conjunction with other substantiating documentation (e.g. showing square footage for portion of building use, or employee time sheets for hours logged for hours contributed) showing portions of expenses allocable to SNAP Outreach.
Q: What kinds of funds count as public cash vs. public in-kind contributions vs. private cash?
A: Public cash is funds that are provided from a public entity to another for providing SNAP Outreach services, such as the State of Arizona or our federal partners. Public in-kind contributions are defined as donations of goods or services that are used in administering or providing the services outlined within the SNAP Outreach State Plan. Private Cash is funding that is provided to the entity through donations or contributions by private entities or individuals for the purpose of administering or providing SNAP Outreach services. (Please refer to Section 3 of the SNAP Outreach Plan Guidance document for additional information)
Q: Are there any restrictions on private cash?
A: Private cash donations are prohibited as part of expenditures for agencies who are contracting with the state. This would apply to state contractors, or subcontractors operating under DES contracts/agreements for SNAP Outreach services.
Q: Does the 26% cap on using a federally approved indirect cost rate apply only to colleges and universities?
A: Yes. By default, a 10% IDCR applies when there is not a negotiated IDCR. The exception is Colleges/Universities, which use 26%, and agencies which have negotiated a higher rate with the appropriate agency (this will be approved in writing and an accompanying substantiating approval document provided).
